
Japanese Government (MEXT) Scholarship Program for 2019 (Japanese Studies Student) - for Israeli Citizens
The Ministry of Education, Culture, Sports, Science, and Technology (MEXT) offers scholarships to foreign students who wish to study for a period of 1 year at Japanese universities as Japanese studies student in order to deepen their understanding of the Japanese language, Japanese affairs and Japanese Culture. The Embassy of Japan in Israel would like to encourage students interested in studying in Japan apply to this program as follows.

Please read carefully the followings points as well as the Application Guidelines provided by MEXT for the details.
1. Term of Scholarship
The term is the period necessary to complete the admitting Japanese university's study course, which should be approximately1 year from September/October 2019, the starting month of the course. Extension of the term is not allowed. .

2. Qualifications & Conditions
(1) Nationality: Applicants must be a holder of Israeli passport.
(2) Age: Applicants must have been born between April 2, 1989, and April 1, 2001.
(3) Academic Background: Applicants must satisfy the following 3 conditions.
a. Applicants must be undergraduates at foreign (non-Japanese) universities at the time of arriving in and leaving Japan.
b. Those who are majoring in fields related to the Japanese language and/or Japanese culture. On the other hand, those who are majoring in fields of study other than Japanese language & culture (such as engineering, economics, agricultural science, architecture, and art) and pursuing complementary studies in Japanese language & culture are ineligible.
c. Those who have studied the Japanese Studies at a university for a total period of 1 year or more as of September 1, 2019. Those who have studied Japanese Studies at another university should submit documents (transcript of grades at another university, etc.) which can verify that the applicant has studied Japanese Studies for a total period of 1 year or more at the attended universities including current university.
(4) Japanese Language Ability: Applicants must have Japanese language ability sufficient for receiving education at a Japanese university in Japan.
(5) Health: Applicants must submit a health certificate in the prescribed format signed by a physician that the applicant has no physical or mental conditions hindering the applicant's study in Japan.
(6) Arrival in Japan: Applicants must be able to arrive in Japan by the designated period (usually September/October) between the day two weeks before the course starts and the first day of the course. If the applicant arrives in Japan before this period for personal reasons, travel expenses to Japan will not be paid. Excluding cases of unavoidable circumstances, if the applicant cannot arrive in Japan by the end of the designated period the applicant must withdraw the offer.
(7) an Applicant shall, in principle, obtain "Student" visas at the Embassy of Japan in Israel, and enter Japan with the residence status of "Student".
(8) Applicants must assure that they return to their home country by the end of the final month of the scholarship period and continue to study Japanese language & culture at the undergraduate program of their home institution which had enrolled at the time of arrival in Japan. If a grantee fails this condition, he/she may be ordered to return the entire amount of the scholarship paid during the scholarship period. Those who are uncertain about returning and continuing to study after the end of the scholarship period should not apply for this program.
In addition: MEXT Scholarship will be granted those who are willing to contribute to mutual understanding between Japan and the home country by participating in activities at schools and communities during their study in Japan while contributing to the internationalization of Japan. They shall also make efforts to promote relations between the home country and Japan by maintaining close relations with the university attended after graduation, cooperating with the conducting of surveys and questionnaires after they return to their home countries.
(9) Any applicant who meets any or all of the following conditions is ineligible. If identified ineligible after being selected as a scholarship student, he/she must withdraw from the scholarship:
a. Those who are military personnel or military civilian employees at the time of their arrival in Japan and during the period of the payment of the scholarship;
b. Those who cannot arrive in Japan by the last date of the period specified by MEXT or the accepting university;
c. Those who are previous grantees of MEXT scholarship in the past (including those who withdraw from the scholarship program after the arrival in Japan;
d. Those who are currently applying also for another program for which scholarship payments will begin in fiscal 2019 through MEXT scholarship scheme: ;
e. Those who are already enrolled in a Japanese university or other institution with a residence status of "Student", or who are going to be enrolled, or plan to enroll, in a Japanese university or other institution as a privately-financed international student from the time of application to the MEXT scholarship;
f. Those who are planning to receive scholarship money from an organization other than MEXT (including a government organization of the applicant's country) on top of the scholarship money provide by MEXT after the start of the scholarship payment;
g. Holders of dual nationality at the time of application who cannot verify that they will give up Japanese nationality by the time of the arrival in Japan;
h. Those who change their residence status to that of other than "Student" after their arrival in Japan.

The application forms are available only upon your email request to: study@tl.mofa.go.jp
Please specify the following information in your email and you will receive the application form & other documents by reply email from the Embassy when you are eligible to apply.
(1) Full Name (Ms. / Mr.)
(2) Nationality (only Israeli passport or Israeli ID card holders can apply)
(3) Date of birth
(4) Name of the university & Department where you study as an undergraduate student, and the current study year
(5) If you are planning to receive scholarship from an organization other than MEXT
(including a governmental organization of your country)
2. Prepare Applications
(1) Prepare 2 sets of documents and submit only by hand by the deadline.
All required documents are to be fully and correctly completed.
INCOMPLETE SET OF DOCUMENTS WILL BE DISQUALIFIED.
All documents submitted will not be returned.
(2) Official documents must be submitted in ENGLISH ONLY.
In case your school does not issue the document in English,
you must submit an English translation
in addition to the copy of original-language document.
DOCUMENTS IN HEBREW / ARABIC WITHOUT ENGLISH TRANSLATION WILL NOT BE ACCEPTED.
3. Deadline for submitting applications
Please submit the above mentioned 2 sets of application documents only by hand to the Press & Culture Section (library), Embassy of Japan in Israel (19th Floor, The Museum Tower, 4 Berkowitz Street, Tel Aviv),
no later than 14:30 on Friday, February 1, 2019.
The Embassy opening hours: 10:00-16:30 (Mon.-Thu.), 9:00-14:30 (Fri.) , closed (Sat.-Sun.)
4. Primary Screening (Documents Screening, Written Examination & Interview)
Primary screening procedures will be handled by "the 2019 Japanese Studies Student Scholarship Candidates Selection Committee", organized by the Embassy of Japan in Israel.
(1) Documents Screening: All the documents submitted will be carefully screened and the result will be notified via email from the Embassy on Friday, February 8, 2019, and only who successfully passed the documents screening will be invited to the written examination and the interview which both will be held at the library of Embassy of Japan in Tel Aviv.
(2) Written Examination: Only who passed the documents screening will be invited to take Japanese test (2 hours) to be conducted at the library of the Embassy in the morning of Friday, February 15, 2019. The result will be notified to the test takers on the same day via email.
(3) Interview: Only who passed the written examination will be invited to the interview conducted by the Candidates Selection Committee at the library of the Embassy on Wednesday, February 20, 2019. The result will be notified via email in a few days later of the interview.
Who passed the interview will be recommended to MEXT as the suitable candidates for the MEXT 2019 Japanese Studies Student Scholarship Program.
5. Secondary Screening
The Secondary Screening will be held by MEXT in Tokyo and the final result will be informed to the successful grantees from the Embassy via email, by the end of May 2019.
